At 22 lbs. pull force you should have about and inch or so gap when you pull track away from slides. I'd say yours is not to tight if track spins and does not jump(ride) over plastic drives. If you are going through the work of replacing track, then replace all bearings too. I would not recomend just pushing new grease in. Most of the times the bearings are pitted, rusted and hitchy. Is Scoot really leaning or is the track cover hanging down on one side? If front spring bad....they usually break in two pieces. If cover is hanging, the rivets are probably broke and or missing. You can put new 3/16" aluminum rivets in fairly easy. You may need to drill out old rivet in frame....
