Battery not charging, where do I start?

Battery not charging, where do I start?

My 1989 Scoot will not charge the battery. Volt meter measures 12v, when I rev the motor up the volt meter still reads 12Volts.
Any sugesstions, recommendations would be appreciated. Thank you
