The needle and seat in this carb is very difficult to clean. In my opinion the only way to correct the problem is to replace the carb.

The needle and seat....if the needle's tip is rubber and has any disformation on it is is no good. The needle and seat can be bought from a Yammy dealer. The bigger problem (usually) is to get the 3 jets clean, and also that the rubber plug get put back in the correct hole (location). Clean the jets (out of the carb) with carb cleaner and/or soak them, also take carb cleaner with plastice tube and spray into and through the passages. Make sure you can see light through all of the jet holes, then you know they are clean. Remeber, if dirt is present in carb (bowl), I'd drain all the old gas, replace (tank filter) and add an inline filter some place(probably before the shut off valve under right side of seat). Maybe even replace the fuel lines. Proper enricher (choke cable) adjustment is also important.

Before you do anything - remove and clean entire carb. You don't have to remove needle and seat. BUT - all 3 jets need to come out and be cleaned. Also remember to place the rubber plug back in the correct jet hole. If you are wrong, it will idle all day long but not have any power. You do not need a fuel filter inline - there is a fuel filter in the gas tank right from the factory.
